Fourteen starving horses that were rescued seven weeks ago from two properties in Warren County are now healthy enough to be placed in foster homes, the Animal Rescue League of Iowa said on its Facebook page. Officials rescued the malnourished horses in April after they were found without food or clean water. The woman accused of neglecting the horses, 55-year-old Paula Redding, has been charged with 10 counts of animal neglect.
