Woman gives birth to baby at hospital gate in UP's Jaunpur district

VARANASI: A woman was forced to give birth to her baby at the gate of the Community Health Centre in Shahganj area in Jaunpur district of UP after the medical staff allegedly refused her admission for delivery in want of an Aadhaar Card or ration card.
The chief medical officer of Jaunpur has constituted a team of two medical officers to enquire into the matter.
According to reports, a 22-year-old woman Chanda, wife of a labourer Ajay, was brought to the CHC after she experienced labour pain on Monday.
They are natives of Raebareli district, and have been living in a makeshift house in Bibiganj area. The woman’s kin alleged that she was denied admission for not carrying identity proof like Aadhaar or ration card and bank account. The medical staff admitted her only when she delivered a girl child at the CHC gate.
However, defending the CHC staff the health authorities said that the documents were demanded just to provide the cash incentive of Rs. 1400 to woman’s account. “The hospital staff would have asked for the document as the Mother Child Tracking (MCT) card is linked with Aadhaar card," the Jaunpur CMO Dr. OP Singh told TOI over phone on Tuesday. To promote institutional deliveries the government gives cash incentive of Rs. 1400 for rural woman and Rs. 1000 for urban woman under Janani Suraksha Yojana.
He said that the kin of woman perhaps did not understand it, and left the hospital without informing anyone. “But, the lady experienced labour pain while moving out and gave birth to child on a stretcher,” claimed the CMO adding that she along with baby was immediately hospitalized and given treatment. Both mother and child are well at the hospital, he added.
The CMO said that admission cannot be refused in any case if there is no such document. “We have constituted a team of two medical officer including additional CMO to look into the matter. Proper action would be taken if anyone is found guilty of medical negligence,” he added.
