Magadh University to recruit part-time teachers
GAYA: Magadh University vice-chancellor (VC) Prof Qamar Ahsan has constituted a committee under the chairmanship of pro-VC Prof KN Paswan to work out the modalities for the recruitment of part-time teachers in PG departments and 19 constituent colleges of the university to tide over the acute faculty crunch facing the university.
All faculty deans have been made members of the committee, which was notified on Wednesday last.
It is mandated to submit its report within a week. A sense of urgency has crept in to tide over the faculty crunch as academic session 2018-19 began on July 1.
The rules, according to the VC, would be framed in the light of the government guidelines on the subject. The guidelines communicated to the university vide letter dated May 22, say the part-time teachers are to be appointed by a selection committee headed by the VC. Such teachers will be entitled to get remuneration at the rate of Rs1,000 per class subject to a maximum of Rs25,000 per month.
The government guidelines issued by education department additional secretary Manoj Kumar say the part-time appointees should hold the qualification as fixed by the University Grants Commission (UGC) for appointment to the post of assistant professors. As per the UGC rules, only those who have either qualified the National Eligibility Test (NET) or obtained PhD degree in accordance with academic quality rules framed in 2009, would be eligible for appointment as assistant professor.
The government guidelines also say the reservation rules would be followed in the process. Such teachers will not have voting rights in academic bodies and they cannot be made members of the syllabus committee. Apart from the fixed remuneration, the part-time teachers would not be entitled to any other allowance or pecuniary benefits. Such appointees would automatically lose their jobs once regular appointments are made against such posts.

Three subject experts from outside the university and not below the rank of professor would be the members of the selection committee to be headed by the VC. Professor-rank head of the respective university department would also be inducted in the selection committee.
As per available figures, more than 800 post of teachers are lying vacant in the PG departments and 19 constituent colleges of MU. The total number of sanctioned posts in these institutions is 1,224.
