Magadh University to appoint 13 college heads for PPU

GAYA: For the first time in the history of higher education in the state, one university will be appointing principals for colleges attached to another university. The Magadh University syndicate on Tuesday decided to appoint principals on the basis of a panel prepared in 2015.
The panel was prepared when the Magadh University had 44 constituent colleges under it. In March' 2018, the university was bifurcated and the parent university was left with only 19 constituent units.
As per the rule of proportion, 13 of the 22 principals to be appointed by MU would be assigned to Pataliputra University (PPU), its bigger off shoot.
The bigger chunk of 25 constituent colleges was attached to the newly-created PPU. MU VC Prof Qamar Ahsan presided over the Monday meeting of the syndicate. According to legal experts, any appointment panel remains valid for only one year. Asked how appointments could be made from an apparently expired panel, VC Prof Qamar Ahsan said the syndicate resolution has been passed in the light of an SC order. “The university has received a contempt notice on the issue,” said Ahsan.
Interestingly, the 2015 panel was made from among the job aspirants who applied for the post of principal in 2008. Appointments made against posts advertised in 2008 have twice been cancelled by the courts on account of irregularities and favouritism. This is for the third time that appointments would be made against posts advertised more than 10 years back.
As per records available, the 2015 panel includes the name of Raj Kumar Majumdar. Majumdar, it may be recalled has already retired from university service. The university officials are said to be in a fix on Majumdar's appointment. If university sources are to be believed, several panellists have vigilance cases pending against them. Before notifying the appointments, the university is likely to seek an affidavit that no vigilance case was pending against them (appointees). Pataliputra University VC Prof Gulab Chand Jaiswal was not available for his stand on the proposed appointments. When contacted, Jaiswal's aide said that the VC was busy in a meet.
