NEW DELHI: The Indian Institutes of Technology are likely to implement the 10% quota for economically weaker sections in a phased manner, starting with 5% in the 2019-20 academic session. But the Indian Institutes of Management (IIMs), especially the new ones, are likely to seek exemption from implementing the EWS quota this year.
The ministry of human resource development has asked for the details of seats and financial requirements from the centrally funded institutes and the reports are to be submitted by January 31.

V Ramgopal Rao, director of IIT-Delhi, said, “The implementation will be in a phased manner with 5% this year and the rest subsequently. Regarding financial requirements, the HRD ministry has asked for details which we will finalise and submit the report by January 31.”

But the IIMs are not sure if they will be able to roll out the 10% EWS reservation in the general category from the coming academic session. “The new IIMs will find it difficult as our infrastructure is still not in place and any additional numbers may not be feasible. But we are deliberating on a number of issues including financial and infrastructure requirement. We are going to write to the ministry with our requirements,” said director of one of the new IIMs. Another issue cited by the IIMs is the absence of an “economically weaker section” box on the CAT application form.

Higher education secretary R Subrahmanyam said, “The institutes have been asked to submit details of seats and requirements. We will take a call once we go through those. The government has given a two-year window for implementation.”
