Shocking footage has captured the moment a policewoman punched a teenage girl in the head at a pro-marijuana rally in Melbourne.

Witnesses said the girl, 15, was pulled to the ground by police officers at about 2.30pm during Saturday's 420 Rally held in Melbourne's Flagstaff Gardens.

The teen is said to have spat in the policewoman's face, prompting the officer to punch her in the side of the head, according to The Age.

'She was struggling to walk because the officers were manhandling her quite violently,' witness Greg Reiner told the publication.

'Then about halfway through the walk out we saw she got punched in the face,' he said. 

The 15-year-old has since been charged with trafficking drugs, possessing drugs and assaulting an officer.

The 420 Rally is an international event held every year on April 20 in support of cannabis use.  

Footage of the arrest captured the large crowd's shocked reaction. 

Mr Reiner told The Age a mob of 300 angry attendees followed and booed the officers involved.   

'This is not how you treat people,' one person said, as another shouted for them to 'get off' the teen.

'Leave he alone, she's just a kid,' begged a third person.

Victorian MP, Fiona Patten, from the Reason Party, said the police presence at the rally seemed overwhelming and unnecessary.

'For police to get violent in this manner and use that type of heavy, over-handed tactics, we really need to question that and question the priorities of police,' she said.

A Victoria Police spokesperson said on Sunday they had not received a complaint about the officer and would only investigate the incident if one was received.
