New Delhi. Gaurav Pandhi, Congress supporter as per his Twitter bio, tweeted a video of Prime Minister Narendra Modi talking at a rally accusing him of using a Hindi expletive. Pandhi, in his tweet, said, “What kind of language is this Mr. PM? Does it beholds the Prime Minister of the country to use profanity and that too publicly? Shocking beyond belief !! Have some respect for the chair, if nothing else (sic).”
The video Pandhi tweeted is a trimmed portion of the video of Modi’s speech at a rally in Gujarat’s Patan.

The video Pandhi shared had "Modi said 'BC' at a rally" written on it. The 15-second video is edited in such a way that a particular portion of Modi’s speech is repeated multiple times. The last three seconds of the video has a specific portion played in a loop.
The video has, by now, gotten more than 3,54,000 views and has been retweeted more than 3,300 times. The tweet is still intact.

In another tweet, Pandhi quoted a tweet from the official handle of the Bharatiya Janata Party, and said, "For those asking, the same can be checked out here at BJP's handle. Listen in at 43:43 onward! Pathetic Minister !! (sic)"

Arjun Modhwadia, former president of Gujarat Pradesh Congress Committee, tweeted the same video accusing Modi of using abusive language.

TRUTH
No, Modi did not abuse while speaking at Patan.
Modi, while speaking in Gujarati, used the words “Thavani che” which translates to “Hone wala hai” in Hindi and translates to, “Is going to happen” in English as per Google.

Modi was talking about how people say that in the future, there will be battles over water.
This is what Modi said: “Loko em keh che bhavishya mai ladao panini thavani che. Alia bhai badha ko cho pani ni ladai thavani chhe to pachchi ame atyare thi pani pela paar kem na bandhiye.”
This closely translates to, “People say there will be battles over water in the future. In that case, why shouldn’t we build dams?
We got Gujarati text for the bit of Modi’s speech in question and used Google to translate it: “લડાઈઓ પાણીની થવાની છે, અલા ભાઈ બધા કહો છો કે પાણીની લડાઈ થવાની છે તો પછી અત્યારથી પાણીની પહેલા પાળ કેમ ના બાંધીએ”.
Translation of this on Google doesn’t give the exact meaning but it gives the text in English below the Gujarati text.
Fake 1

By cutting the portion where Modi said, “Thavani che” and playing it on loop, Pandhi made it sound as if Modi used a Hindi expletive.
Also, it is human psyche to often react the way we are told to.
Pandhi shared the video with “Modi said BC” written, and those who heard the video after reading it looked for the phrase that sounded like it and heard what they were told.
To those who listened to the video without reading that caption, it might not occur that Modi used abusive language.

Modi was talking about setting up a separate ministry for water. He used a Gujarati idiom --“Paani se pehle diwaar banana (building a dam before water)” -- which means having a solution ready before a problem arises.
It is clear that PM Modi did not use abusive language in his speech in Patan. Pandhi, despite multiple Twitter users pointing out the truth about the video, has not deleted his tweet accusing Modi of abusing.
