    MSME Schemes: Everything about Providing Assistance to Training Institutions

    So, as a part of the MSME industry, how can you acquire the necessary skills that is required to successfully operate your MSME business and grow at an organic rate? The easiest way is to attend session at a training institute which imparts all the necessary skills for the same.

    However, careers are evolving on a regular basis and so is training. With the change in job trends and evolving vocational careers, even training institutes need to upskill with the change in job trends.

    There are various training institutions which impart entrepreneurial development courses which help budding entrepreneurs learn the skills and the tricks of the trade. However, for providing the competitive skills, the training institutes must be equipped with the best-in-class infrastructure and faculty along with cutting-edge technology.

    The Assistance to Training Institutions Scheme (ATI Scheme)

    What the scheme offers?

    The scheme offers financial assistance to training institutions so that they can create and/or strengthen their infrastructure which would support them to conduct programs of skill development and entrepreneurship development for entrepreneurs. The financial assistance is given in the form of capital grants.

    The amount of capital grant allowed depends on the use of the funds and the location of the institute. According to the rules prescribed in the Assistance to Training Institutions Scheme (ATI Scheme), the maximum amount of finance would be as follows:
    • Lower of Rs 150 lakh or 50% of the cost of the project. However, if the institute is located in the North-Eastern region of India (which includes Sikkim) or in Andaman and Nicobar or Lakshwadeep, the amount of financial grant would be higher. It would be lower of Rs 270 lakh or 90% of the cost of the project.
    • The maximum financial assistance for each trainee would be Rs 50 on an hourly rate basis for the hours spent on entrepreneurship and skill development programs. In this case, for the North Eastern States, Andaman and Nicobar and Lakshwadeep, the maximum hourly rate per trainee is Rs 60.
    Who runs the scheme?
    The scheme is offered by the MSME division of the Ministry of Micro, Small and Medium Enterprises.

    Who is eligible to avail the scheme?
    The following would be eligible to apply for the scheme of Assistance to Training Institutions:
    • State Government
    • Union Territory Government
    • Training Institutions which have enrolled themselves with any one of the three national level Entrepreneurship Development Institutions (EDIs) of the Ministry. The three EDIs of the Ministry, NIESBUD in Noida, IIE in Guwahati and NI-MSME in Hyderabad.
    • NGOs
    • Other development agencies
    How to apply for the scheme?
    To apply for the scheme, eligible organisations and training institutions should send their application form to the Director of the EDI for Ministry of Micro, Small and Medium Enterprises. The address is Udyog Bhawan, Rafi Marg, New Delhi - 110107. Moreover, training institutions which want to enrol with the three EDIs of the Ministry for conducting training and development programs can also visit http://msmetraining.gov.in/ to approach the EDIs.

    The scheme aims to help training institutions that offer skill development and entrepreneurial development programs to the budding entrepreneurs by providing the required finance for the development of such programs.
