SASARAM: Former Kaimur SP Md Faroguddin has been accused of not taking action against the station house officers (SHOs) of Mohania and Durgawati police stations in the district for changing IPC sections to turn dacoity into theft cases.
Faroguddin is now posted as State Disaster Response Force (SDRF) commandant in Patna. DIG (Shahabad range) Rakesh Kumar Rathi detected the lapses while reviewing the cases.
According to sources, the DIG, in his report, has accused the then SP of violating the Bihar Police Manual and not holding administrative control on his subordinates.
When contacted, the DIG confirmed that he had reviewed the cases, but refused to divulge details of his findings. Sources, however, said the state police headquarters has recently asked the DIG to submit an action taken report against the then SP. The two cases were lodged in 2018 by the SHOs under Section 379 of IPC which pertains to property theft and has maximum punishment of three years.
Mohania DSP, in his supervision report in the two cases in December 2018, found that dacoities were committed and invoked Section 356 of IPC which attracts imprisonment up to 10 years.
The DSP also pointed out the lapses committed by the SHOs, but the then SP allegedly did not take any action against them.
When the matter was brought to the notice of DIG, he ordered departmental proceedings against the two SHOs and also reported the matter to the state police headquarters, sources added.
When contacted on Sunday, Faroguddin refused to comment, saying that he was not aware of any such development.
The DIG, in his report, also pointed that despite the state government’s directive, the SP failed to take any initiative for effective crime control. As per the directive, the SP should have supervised at least 10 cases of serious nature of crime in a month. The DIG’S report said it was the duty of every police officer and supervising officer to ensure that criminal cases are not diluted.
