Maharashtra Chief Minister Devendra Fadnavis said he would ask the state civic body to frame a "time-bound" policy for cleaning of drains, PTI reported. Speaking in the state Assembly, he, however, blamed encroachment along and over the channels and rivers which carry floodwaters out to the sea."I will ask the BMC (Brihanmumbai Municipal Corporation) to come out with a time-bound policy for cleaning and maintenance of nullas," PTI quoted Fadnavis as saying.
"There are two major issues - encroachment over nullas and growth of mangroves at the mouth of nullas where they enter the sea, which obstructs a smooth flow of water," he said. "I have seen several times that MLAs approach me requesting to go slow on anti-encroachment drive. Those who live in such unauthorized structures are also facing threat to their life," the chief minister said. "Mouths of nullas are covered with mangroves, and if we open them up, it will ensure a smooth flow of water into the sea. We can work out some solution for it," he said.
There has been unprecedented heavy rainfall highest (1000mm+)in the decade in Vasai- Virar - Nallasopara area of WR Mumbai Suburban in the past 72 hours. The meticulous planing and execution of work at ground level has ensured that the water levels on railway tracks are at manageble levels and trains are running without any disruption over WR. Various pre-monsoon works such as installation of Automatic Rain Gauge at stations, lifting of tracks, drone survey of whole area to ascertain the flow of stormwater has helped in keeping the water level on tracks between100-200mm on all lines. The water level on tracks in year 2018 was above 450mm though the rainfall was half (550mm) than that in last 72 hrs and train operation had to be suspended. The GM, DRM, PHODs and officers are personally monitoring the situation and leading from the front to keep the lifeline on track.
Last year, heavy rains on July 9, 2018 led to waterlogging up to 400mm on various locations between Vasai and Virar. All suburban services were suspended between Bhayander and Virar from 10 am the next day. All long distance train operations to and fro Mumbai were suspended. Shatabdi Express(Dn) was held up at Nalasopara station and Vadodara express(Up) between Nalasopara and Virar. Passengers had to be evacuated with the help of NDRF. 23 long distance trains were held up at various stations. 35 long distance trains were cancelled, 25 short terminated and 17 were diverted. In addition to suspension of traffic between Bhayander and Virar, 150 suburban services had to be cancelled while 50 services were delayed. The traffic between Bhayander and Virar could be resumed only by 6 am on July 11 and there were no trains for, Naigaon, Vasai, Nalasopara and Virar for 20 hours.
This June, Mumbai has already received 505 mm of rain out of which 485 mm was in just four days i.e between June 28 and July 1 noon. This definitely is a cause for worry and has a lot to do with climate change. Any city in the world crumbles and life stops for days, just like when there’s snowfall in New York or heavy rain in any European city. I can’t think of any large metropolitan coastal city in the world which gets as much and as severe torrential rain (on specific days in monsoon and that too at times coinciding with high tide) as Mumbai.
