State needs consensus law on adoption: NPCC

DIMAPUR, JULY 17 (MExN):  Stating that having a clear census and identity is a necessity for all political and economic programs both for the nation and the state, the Nagaland Pradesh Congress Committee (NPCC) called for cooperation to the Register of Indigenous Inhabitants of Nagaland (RIIN) exercise. 

NPCC president K Therie in a press statement said RIIN is to further authenticate Census, Aadhar and Electoral Roll to enable State to apply ILP.  He said the issue of illegal migrant need to be resolved sooner or later by means of RIIN or otherwise.

The simple qualification for RIIN is that a person or his/her name or their legitimate ancestor must be in the electoral list of 05.12.1963. The impact will be upon all who fail the RIIN for they will be subject to ILP and Art 371(A).

Cases of bonafide citizens who fail to qualify RIIN need more explanation of their status and position, Therie added.

As for the Nagas of Nagaland who have migrated to Urban Habitats, the NPCC chief observed that NPF president Dr. Shurhozelie’s recommendation to authorise Nagaland villages would be more reliable.

Therie also pointed out that since adoption law differs from village to village, the State needs a consensus law on adoption before such authority is delegated.
