HYDERABAD: Confusion over applicability of new Municipal Act and upcoming municipal elections saved mayor of Khammam Municipal Corporation G Papalal from losing his post.
The mayor is facing stiff resistance from his own party corporators, who are planning to move a no-confidence motion against him. They indicated their opinion to the party leadership, sources said. But, the party leadership advised caution and asked the corporators to bide time before action is taken against the mayor.
Of 42 TRS corporators in Khammam, 38 corporators are unhappy with Papalal and held a secret meeting a few days ago to unseat him alleging that development had come to a standstill under his dispensation.
They also said that he was not cooperating with party corporators.
Party sources said as per the old Municipal Corporation Act, a no-confidence motion can be moved against mayor if he or she completes four years of the total five-year term. But, the new Municipal Act allows moving a no-trust motion if the mayor completes even three years. Supporters of the mayor argue that since he was elected as per the new Act, the dissident corporators can move the motion after eight to nine months as the mayor has 20 more months to serve. However, the dissident corporators contended that once the new Act is promulgated, it is applicable to the mayor.
The party leadership reportedly is not in favour of removal of Papalal at a time when the state is heading for municipal elections in a month. Sources said the corporators have agreed to wait for a couple of months.
TRS working president KT Rama Rao asked Khammam MLA Puvvada Ajay and party state secretary P Madhu to hold a meeting with 38 corporators and resolve the issue.
