Nearly 1800 employees of Magadh University (MU) headquarters, 19 constituent and one government-funded minority college have not been paid salary for the months of June and July. About 500 of them belong to the teaching category.

GAYA: Nearly 1800 employees of Magadh University (MU) headquarters, 19 constituent and one government-funded minority college have not been paid salary for the months of June and July. About 500 of them belong to the teaching category.
Sources said the mode of salary payment to the university employees was changed in March. Now, the salary amount is directly credited in the bank account of the employees from the treasury.
Earlier, the government used to release grants to the university, which transferred the amount to the colleges for disbursal by the principals, ex officio drawing and disbursing officers.
Officials in education department said the change was made to prevent leakages and ensure transparency and real time monitoring in financial matters, including disbursement of salaries.
As per the new system developed by a private firm in collaboration with education and finance departments, personal details of all employees, including his or her Aadhaar number and PAN are uploaded to the official website of education department and salary bills are accordingly generated.
Known as comprehensive financial management system, the payment process has to pass four stages. In the first stage, the dealing assistant generates the bill, which is verified by the finance officer and approved by the registrar, who forwards the same to the district treasury officer for transferring the salary in the account of the employees.
Asked about the cause of non-payment of salary to the university employees, MU public relations officer (PRO) Sidhnath Prasad said payments would be made after the government releases the required fund.

Demanding the rollback of the new mode under Comprehensive Financial Management System, Federation of University Teachers Associations of Bihar president Kanhaiya Bahadur Sinha said besides suffering from different flaws, the system lacked clarity and was an assault on the university autonomy.
The new system has added to the existing mess, said Bahadur. He also regretted that despite repeated assurances by CM Nitish Kumar, deputy CM Sushil Kumar Modi and education minister Krishna Nandan Prasad Verma, regular salary payment remains elusive for university employees.
According to Gaya College principal Dinesh Prasad Sinha, 71 of the 115 non-teaching employees of the college have sought loan from the college’s internal resources to manage regular household expenditure.
