PATNA: Now each district will have a district panchayat resource centre (DPRC) to provide necessary assistance and quality training to the elected representatives of three-tier panchayati raj institutions (PRIs) on a regular basis.
Giving a presentation on draft taxation rules for PRIs before CM Nitish Kumar here on Wednesday, the Panchayati Raj Department’s principal secretary Amrit Lal Meena also said that the state government had already released a sum of Rs 124 crore to different district boards for the setting up the DPRCs.

“Respective district board will build the building for the DPRC. Once the building is ready, the PRI’s elected representatives will be provided quality training on different issues,” Meena informed the CM.
Meena told TOI that during the presentation it was also decide to provide some financial incentives to the best performing PRIs to create a healthy competition among them. “This year, around 900 PRIs will be selected on the basis of their performance for providing additional financial support under the Mukhya Mantri Panchayat Protsahan Yojna,” he said.
“The CM, in the midst of the presentation, also suggested certain points and gave some guidelines. His suggestions will be duly incorporated in the final draft of the taxation rules,” Meena told TOI.
He also said that the state government has given approval for construction of 1,435 new ‘Panchayat Sarkar Bhavan’, one in those panchayat which still lack panchayat building. “As per the CM’s instruction, the construction work for all these 1,435 bhavan will begin on a given day in the next month. These building will be constructed by the respective gram panchayat,” Meena told this newspaper.

The CM further asked the department officials to expedite appointment of panchayat secretary in each panchayat so that work of PRIs could progress at faster pace. The CM also called for making arrangement of required number of engineers in the PRIs for proper executive of civil works under different schemes.
Meena also said that works under the Mukhya Mantri Gramin Peyjaal Nischay Yojna has been started in around 50,000 rural wards in different panchayat. Works have already been completed in 27,000 wards. Work in the rest wards would be completed by December 31 this year.
Similarly, works under the Mukhya Mantri Pakki Gali-Naali Nischay Yojana has been completed in 61,000 rural wards. Target has been fixed to complete works in all the rest wards by March 31, 2020, he said.
Earlier in the day, revenue and land reforms department’s principal secretary Vivek Kumar Singh made a presentation before the CM on different online schemes.
The CM said at least 60% case of crimes occurring in Bihar are related to land disputes. He called upon the officials to expedite work of survey settlement so that cases of land disputes are solved.
