TRUTH
The 11-second video of Gandhi that is being shared widely with the claim that he wants to leave India and settle in London is a clipped version of a longer video in which Gandhi could be seen talking about fugitive businessmen Mehul Choksi and
Nirav Modi.
Gandhi was talking about Choksi and Modi while giving a speech in Maharashtra's Latur on October 13, 2019. What he said translates to, "Nirav Modi and Mehul Choksi sleep well without any fear. Nothing will happen, I will go to London, my kids will get educated in the United States of America, I have nothing to do with India, I am friends with Narendra Modi. I can go any time, I have a lot of money."
VERIFICATION AND METHODOLOGY
Srivastava's post was made on Sunday, October 13, 2019. That day, Gandhi was in Maharashtra for election rallies, ahead of the upcoming Assembly Election in the state. We searched on Google with keywords 'Rahul Gandhi Maharashtra rally' and found the original video of his speech on Congress' YouTube channel.

Fake-news peddlers made three edits to the original video above to make the video clip that gives an impression that Gandhi was speaking about himself. First, they clipped the original video from 15.18 minutes to 15.36 minutes. Then, they cut the part where Gandhi mentions PM Modi and third, they added the text in Hindi saying Gandhi is going to settle in London with family.
