Bypolls 2019 Updates: Arunachal Pradesh’s Khonsa West records highest turnout, UP’s 11 constituencies saw lowest

The election commission had made tight arrangements in all constituencies that went on polls.

Assembly bypolls 2019 Updates, Lok Sabha bypolls: A by-elections ended in all 52 constituencies across 18 states Arunachal Pradesh’s Khinsa west constituency recorded the record 89 per cent turnout, while 11 constituencies in Uttar Pradesh recorded the lowest 44.71 per cent till 6 pm on Monday. Results will be declared on October 24.

Polling in all constituencies Polling began at 7 am and ended at 6 pm. The election commission had made tight arrangements in all constituencies that went on polls.

In Uttar Pradesh, pollings were held in Gangoh, Rampur, Iglas (SC), Lucknow Cantonment, Govindnagar, Manikpur, Pratapgarh, Zaidpur (SC), Jalalpur, Balha (SC) and Ghosi. In total, 109 candidates are in the fray.

In Himachal Pradesh, bypolls were held to two assembly seats — Pachhad and Dharamshala. In Congress ruled Punjab, bypolls were held for four seats in which 33 candidates were in the fray. The four seats are Phagwara (reserve), Dakha, Jalalabad and Mukerian.

Bypolls were also held in five assembly seats in Bihar — Kishanganj, Nathnagar, Belhar, Simri Bakhtiyarpur and Daraunda These polls were touted as the semi-finals ahead of the 2020 assembly elections. In Odisha, the ruling BJD and BJP locked in a direct fight while the Congress is hoping to pull it off as the bypoll to Bijepur assembly seat in Bargarh district.

Tamil Nadu Congress MP detained

Congress MP H Vasanthakumar was detained for allegedly staying in Nanguneri assembly constituency where a bypoll is underway, police said. Though Vasanthakumar, whose resignation on his election to Lok Sabha necessitated the bypoll, claimed he was on his way to his home in nearby Palayamkottai, police said he was detained at a place where the MP need not have to go for reaching his destination.

Till 3 pm, 65.79 per cent voter turnout has been recorded from Vikravandi,while 52.18 per cent turn out has been recorded from Nanguneri. There are as many as 2.57 lakh voters in Vikravandi, while 2.23 voters are eligible to vote in Nanguneri.

UP: Fake BLOs detained in Rampur

Sikkim Assembly bypoll 2019

Bypolls to the three Assembly seats in Sikkim is underway in a peaceful manner. Till 9 am, an average of 10.65 per cent voting was recorded. While Poklok Kamrang, in which Chief Minister Prem Singh Tamang is in the fray, witnessed 13.69 per cent polling in the first two hours, Martam Rumtek recorded 11.02 per cent and Gangtok 7.24 per cent polling. A total of 44,534 voters will decide the fate of 15 candidates in the by-polls. The CM is not a member of the Sikkim Legislative Assembly. He is locked in a triangular contest against Sikkim Democratic Front (SDF) nominee Moses Rai and Yadhu Kumar Rai of the Sikkim Republican Party (SRP) in the Poklok Kamrang seat.

Chhattisgarh bypoll: 39.53% polling till noon

Around 39.53 per cent polling was recorded till noon in the byelection to Chitrakot Assembly seat in Chhattisgah on Monday. Six candidates are in fray from the Naxal-affected seat, reserved for Scheduled Tribe (ST) category, where the byelection was necessitated after Congress MLA Deepak Baij got elected to the Lok Sabha from Bastar parliamentary constituency. Voting will end at 5 pm. Voting was going peacefully and long queues of women voters were witnessed in several polling booths.

MP bypoll: 24.76% turnout till 11 AM

Nearly 24.76 per cent polling was recorded till 11 am in the byelection to Jhabua Assembly seat in Madhya Pradesh on Monday. Polling was going on peacefully. A VVPAT (voter verifiable paper audit trail) unit was changed at one booth due to some technical problem. The Congress has fielded former Union minister Kantilal Bhuria (68) from the seat against BJP’s Bhanu Bhuria, who is contesting his maiden election.

Punjab bypolls: 29% polling on four assembly seats till 11 AM

Polling was underway for the bypolls to four assembly seats—Phagwara (reserve), Jalalabad, Dakha and Mukerian in Punjab with up to 29 per cent voting being registered in these constituencies. Till 11 am, polling percentage in Phagwara was 17.5 per cent, 23.5 per cent in Mukerian, 23.76 per cent in Dakha and 29 per cent in Jalalabad. There was no report of any untoward incident in these four assembly segments.

Odisha’s Bijepur Assembly seat records 11% voting till 9 am

An estimated 11 per cent of the over 2.32 lakh electorate have exercised their franchise in the first two hours of voting for by-election to Bijepur Assembly seat in Odisha, an election official said. Voting, which began at 7 AM, is underway in 285 polling stations with no untoward incident being reported from anywhere in the politically-sensitive constituency in western Odisha, he said.

Polling underway in 15 Assembly, one LS seats in Eastern region

Himachal bypoll: Polling begins in two assembly seats

Polling for two assembly seats in Himachal Pradesh has begun at 8 am on Monday, a state election official said. The voting started at a slow pace which is likely to pick up during the day. The polling will continue till 6 pm, the official said. As many as 82,137 and 74,487 voters are eligible to exercise their right to franchise in Dharamshala and Pachhad respectively, Additional Chief Electoral Officer Rupali Thakur said.

Polling was underway on Monday for the bypolls to four assembly seats—Phagwara (reserve), Jalalabad, Dakha and Mukerian in Punjab. Polling began at 7 am and will continue till 6 pm, officials said. Polling begins in two Assembly seats in TN, lone seat in Puducherry

Polling begun in two Assembly constituencies in Tamil Nadu and one segment in neighbouring Puducherry as voters turned up enthusiastically to cast their votes early in the day. As the voting exercise began by 7 am, women outnumbered men in a handful of polling stations at Vikravandi in Villupuram District and at Nanguneri in Tirunelveli district.

AIADMK’s M R Muthamizhselvan and Reddiyarpatti V Narayanan are in the fray in Vikravandi and Nanguneri segments respectively. DMK’s N Pugazhendhi is contesting from Vikravandi constituency and its ally Congress party’s nominee ‘Ruby’ Manoharan is testing his luck from Nanguneri. In Puducherry’s Kamaraj Nagar too voting is going on peacefully where the ruling Congress party’s A John Kumar and the Opposition AINRC nominee S Bhuvaneswarane are locked in a direct fight.

MP bypoll: Voting begins for Jhabua Assembly bypoll

Polling began on Monday for the by-election to Madhya Pradesh’s Jhabua Assembly seat. The voting, which started at 7 am across 356 booths, will end at 5 pm.  The main contestants for the bypoll are senior Congress leader Kantilal Bhuria and BJP’s Bhanu Bhuria, who is making his electoral debut. Three independents – Kalyan Singh Damor, Neelesh Damor and Rameshwar Singhar – are also in the fray. The constituency has 2.77 lakh voters, including three from the third gender, the official said.
