Tis Hazari clash: Delhi HC orders judicial inquiry, says no coercive action against any lawyer

On Saturday, lawyers and police had clashed at Tis Hazari Court complex during which at least 10 police personnel and several lawyers were injured while 17 vehicles vandalised.

Delhi Police said an additional DCP-rank officer, two SHOs and at least 17 other personnel were assaulted.

No coercive action shall be taken against any lawyer involved in the clash with the police at Tis Hazari court, the Delhi High Court said Sunday. The High Court has also ordered judicial inquiry by one of its retired judges into the clash and directed the Delhi Police chief to transfer Special Commissioner Sanjay Singh and Additional DCP Harinder Singh pending probe into the matter.

Earlier in the day, the court issued notices and sought responses of the Centre, Delhi police commissioner and the chief secretary on the clash between lawyers and police at Tis Hazari court. A bench headed by Chief Justice D N Patel decided to conduct an urgent hearing on the issue after taking suo motu cognisance of media reports on the incident.

One ASI has been suspended and another transferred for alleged involvement in the clash with lawyers at the Tis Hazari Court complex, the Delhi Police informed the bench headed by Chief Justice D N Patel. The probe has been transferred to a Special Investigation Team.

A closed-door meeting was held earlier today by Justice Patel and senior-most judges of the high court. The meeting was also attended by senior police officers and additional chief secretary of the Delhi government, the Registrar General Dinesh Sharma was quoted as saying by PTI. After the meeting got over at 12:30 pm, the court decided to hold an urgent hearing over the matter.

While the lawyers had claimed that four of their colleagues were injured, including one in police firing, the police denied that it had opened fire.

The injured included Additional Commissioner of Police (North District) Harinder Kumar, SHOs of Kotwali and civil lines, and the operator of deputy commissioner of police (north), police had alleged.

Following the clash, the Delhi High Court had held a five-hour-long meeting on the matter. The chief justice had said the high court would be keeping a very close eye on the entire incident to ensure action is taken against all the guilty persons.

Meanwhile, Chief Minister Arvind Kejriwal arrived at St Stephen’s Hospital to meet the injured lawyers.

“Yesterday’s incident was unfortunate, the way lawyers were fired at, I condemn it. I met the two persons who were injured in the firing, they are stable now, all of their medical expenses will be covered by the Delhi government,” he told ANI.
