Will push to promote dispute resolution centres, says Kejriwal

The Delhi government will “aggressively promote” the concept of mediation to resolve disputes, Chief Minister Arvind Kejriwal said Wednesday, inaugurating six new centres of the Delhi Dispute Resolution Society (DDRS).

Kejriwal said the DDRS will be a model, “like mohalla clinics”, for the country to emulate. The number of DDRS centres, which function under the Delhi government’s law department, has reached 16 with the new launches.

Justice (Retd) Madan B Lokur outlined the benefits of the alternative dispute resolution method. He said that through mediation, conflicting parties don’t just get a speedy resolution, but also save on potential expenses that going to the courts might entail.

Justice (Retd) M L Mehta, chairman of DDRS, pointed that out of nearly 75,000 cases brought to DDRS since its inception in 2009, around 33,000 cases have been settled, which translates to a 44% success rate.

“Mediation is a powerful idea. It is the best way for dispute resolution. Both parties win and disputes get settled cordially. Delhi Dispute Resolution Society will be made a model initiative for the country, similar to mohalla clinics. We’ll aggressively promote this initiative,” Kejriwal said.

Justice Lokur, one of the patrons of DDRS, said mediation also leads to amicable settlement, where conflicting parties do not necessarily part ways as this mechanism does not throw up winners or losers.

“Mediation can also facilitate quick resolution of disputes, as compared to lengthy judicial processes. Disputes get settled usually within 30-60 days. In lower courts, it takes around three to seven years for a case to be disposed of. Mediation is less expensive; it is almost free,” he said.

The new centres have come up in Baprola, Dwarka, Kalkaji, Old Samaypur, Vivek Vihar and Rajiv Gandhi Park.
