    Kapashera building: 17 more people infected with coronavirus, total now 58

    • A day after 41 coronavirus cases were reported from a building in Kapashera in southwest Delhi, 17 more people were found infected on Sunday, taking the total number to 58, officials said.
    • On Saturday, 41 people residing in the building were tested positive for coronavirus.
    • A case of COVID-19 was reported from the building in a congested lane on April 18, the official said.
    • The building has already been sealed.

    • Pune district in Maharashtra has reported 138 new coronavirus positive cases in the last 24 hours, taking its overall COVID-19count to 2,050, a Health official said on Sunday.
    • The death toll has mounted to 111 with seven more people succumbing to theviral infection on Saturday, he said.
    • "Of the 138 new cases, 109 are from the limits of the Pune Municipal Corporationwhich now has 1,813 patients. Of the rest 29 cases, six are from Pimpri Chinchwad while 23 are from rural and Cantonment areas," he said.

    Haryana to impose 12-hr curfew between 7 pm and 7 am from Monday

    • Haryana has given relaxations from April 20 to restart the economic activities like opening of industry and the shops in non-containment zones while following the Centre's guidelines.
    • An official release issued on Sunday evening said the Haryana government "is working to bring the health and economic conditions of the people of its state back on track and is taking important steps in this direction".
    • "Following the guidelines issued by the Union Ministry of Home Affairs, while some areas will be given relaxation in Haryana during the third phase of lockdown from May 4, there are some areas where gathering of five or more people will remain restricted," the release said.

    Noida: Nearly 1,200 stranded students leave for home amid lockdown

    • Nearly 1,200 students from various colleges and universities across Noida and Greater Noida on Sunday left for their homes on specially-arranged buses amid the COVID-19 lockdown, officials said.
    • Fifty-one buses were arranged by the Gautam Buddh Nagar administration to send the stranded students back to their homes as per directions from the Uttar Pradesh government, the officials said.
    • These students were stuck in Noida and Greater Noida due to the nationwide lockdown imposed to contain the spread of coronavirus. Earlier this week, the Union Ministry of Home Affairs (MHA) allowed the states to ferry migrant labourers, students and tourists back home in buses or special trains

    • Nine more people, including doctors and contacts of COVID-19 patients at NDMC-run hospitals, have tested positive for novel coronavirus, officials said on Sunday.

    Record jump in COVID-19 deaths, cases in 24 hours

    • India registered a record jump of 83 deaths and 2,487 cases in 24 hours, even as Union Health Minister Harsh Vardhan said on Sunday that the growth rate of COVID-19 cases has been steadying for a while and the nation was on the path of winning the war against the pandemic.
    • "The recovery rate of COVID-19 patients has steadily increased, which shows that more and more patients are getting better and going back home. The rate of growth of new cases has also been steadying for a while," he said.
    • According to data received on Sunday, for the past three days the doubling rate of the virus is 12 days, for seven days it is 11.7 and for 14 days it is 10.4, the minister was quoted as saying in a statement.

    Mizoram to open entry point for goods movement from Tripura

    • Over a month after it had sealed its border with neighbouring states in the wake of the coronavirus outbreak, the Mizoram government has decided to open an entry point to allow movement of goods from Tripura, an official said on Sunday.
    • The state government will open Kanhmun check point at Mizoram-Tripura border in Mamit district soon after the deployment of a medical team and installation of disinfectant facilities there, the official said.

    MHA asks states to take precautions against COVID-19 in jails, other detention facilities

    • The Centre has asked all states to take precautions against a COVID-19 outbreak in jails and correctional homes and ensure proper hygiene at such facilities.
    • In a communication to all states and Union Territories, the Home Ministry said the novel coronavirus is a global health crisis and has affected a huge population the world over.
    • The virus which causes the disease is highly infectious and even pre-symptomatic people can infect others, and any person who is in close contact with someone who has suspected or confirmed COVID-19 is at risk of contracting the disease, it said.

    Over 80 cases registered, 2365 people briefly detained for lockdown violations in Delhi

    • According to data shared by the police, 82 cases were registered under section 188 (for disobedience to order duly promulgated by public servant) of the Indian Penal Code till 5 pm.
    • A total of 2,365 people have been detained under section 65 (persons bound to comply with reasonable directions of police officers) and 109 vehicles impounded under section 66 of the Delhi Police Act, they stated.

    • The guidelines include the permission to increase working hours for factories having over 50 employees if both workers and owners agree, Additional Chief Secretary (Home) Awanish Kumar Awasthi told reporters.
    • For marriages and performing the last rites only 20 persons will be allowed with a request that they will follow social distancing, he said, adding that the government has asked people over 65 years of age to stay home.
    • The liquor shops, which are not in shopping malls, can be opened from 10 am to 7 pm with social distancing norms in place to ensure that not over five persons are there at a time, he said.

    MHA issues guidelines on prevention of COVID-19 for Police/Security

    • Police authorities may take necessary precautions to sanitise the physical environment at the place of duty, according to guidelines issues by MoHFW.
    • While it is likely that a majority of police personnel are deployed for attending to COVID-19 related duties, Head of Police Forces (HoPFs) may consider the option of Work from Home for personnel not deployed on frontline as and where feasible.
    • To meet the challenge of COVID-19, police forces need to prepare an effective second line of defence to make up for those rendered ineffective due to infection, for which Home Guards, Civil Defence, NCC cadets, Scouts and Guides and Student Police Cadets may be utilised in areas where there are not imminent law and order issues.
    • While performing COVID related duties, Police/Security personnel should help the general public and deal with them with empathy and compassion especially with the weaker sections of the society.
    • Police should also be watchful of migrant labourers/ slums to contain any unexpected and undesirable mass movement.
    • Control Rooms may be expanded, resourced and designed to incorporate special COVID-19 Cells, to exclusively look after all issues relating to the pandemic. Such COVID-19 Cells should be adequately equipped with men and material, including Drones which may be used for aerial reconnaissance, if required on urgent basis.

    • Since several state governments have made provisions for stranded migrant labourers to return to their respective states as the lockdown continues, farmers aren't left with enough manpower to help them with harvesting.
    • Since the vegetable markets are closed due to the lockdown, vegetables are also rotting, leading to financial loss for the farmers.
    • "Farmers are facing problems as labourers are leaving for their homes in other states. We don't have enough manpower to pluck vegetables. Our vegetables are rotting as mandis are closed. Mandis should open," said Tara Singh, a farmer from Ladkiyan Khurd village of Ludhiana.

    Suicide leading cause for over 300 lockdown deaths in India, according to a study

    • Suicide was the leading cause for over 300 “non-coronavirus deaths” reported in India due to distress triggered by the nationwide lockdown, revealed a new set of data compiled by a group of researchers.
    • The group, comprising public interest technologist Thejesh GN, activist Kanika Sharma and assistant professor of legal practice at Jindal Global School of Law Aman, said 338 deaths have occurred from March 19 till May 2 and they are related to lockdown.
    • According to the data, 80 people killed themselves due to loneliness and fear of being tested positive for the virus. The suicides are followed by migrants dying in accidents on their way back home (51), deaths associated with withdrawal symptoms (45), and those related to starvation and financial distress (36).

    BoB disburses Rs 2,300 cr to MSMEs under emergency credit line facility

    • The MSME sector is key priority area and Bank of Baroda (BoB) is taking various steps, including a Rs 2,300-crore financial support, to help the sector hit hard by the coronavirus-induced lockdown, the bank's Executive Director Vikramaditya Singh Khichi said.

    Delhi airport to resume flights from Terminal 3, will allot entry gates, check-in bays to airlines

    • Commercial passenger flights at Delhi airport will initially operate from Terminal 3 after the lockdown ends, said a senior official of its operator DIAL on Sunday, adding that entry gates, self check-in machines and check-in bays will be allocated to airlines to avoid overcrowding by air travellers.

    Texas A&M university starts human testing of tuberculosis vaccine to fight COVID-19

    • Researchers in the US' Texas A&M University are asking hundreds of frontline medical workers to participate in a late-stage, phase 4, clinical trial of a widely-used tuberculosis vaccine that could help boost the immune system and blunt the devastating effects of COVID-19 .
    • Texas A&M is the first US institution in the clinical trial to have federal clearance for testing on humans. Researchers hope to demonstrate that Bacillus Calmette-Guerin or BCG mitigates the effects of the novel coronavirus, allowing fewer people to be hospitalised or to die from COVID-19.
