UP-Rera resolves most complaints but records lowest rise in regns

NOIDA: UP-Rera has disposed of a maximum number of buyer complaints in three years at 20,000, the regulator said. However, a related study has revealed that the regulator has seen just a 5% yearly rise in project registrations in UP — a sharp contrast to a 54% rise in Tamil Nadu, 25% in Karnataka and 18% in Maharashtra. “UP-Rera has registered 26,170 complaints in the past three years and disposed of 19,241 cases so far,” Balvinder Kumar, member of UP-Rera, told TOI.
UP-Rera disclosed the figures on Thursday in the wake of the pan-India study recently released by property consultants Anarock.
The study says that UP-Rera has cleared more than 18,000 cases over the past year as compared to around 9,900 by Haryana-Rera during the same period. The total cases disposed by Maharashtra-Rera so far is only 7,883 cases.
UP Rera officials attributed the high resolution rate to their effective functioning, even during lockdown.
“We have been meticulous in hearing the cases, resolving conflict, e-registering projects, and setting up conciliatory systems to intervene in troubled projects. This way, we have been able to empower the buyers a lot while hearing the builders and solving hiccups. Our entire focus has been on hearing out buyers’ grievances. Speedy disposal has led to very little backlog,” Kumar said.
“Moreover, the virtual hearing method has increased the efficiency of the regulator and we have been hearing almost 30% more cases daily now than during regular hearing days,” he said.
Initially located only in Lucknow, UP-Rera split into two benches two years ago. The Greater Noida bench mainly focuses on cases in Western UP regions including Ghaziabad and Gautam Budh Nagar.
At the same time, the Anarock study claimed that the new registrations of projects in UP has been among the lowest in the country at 5% on a yearly basis, as against Tamil Nadu which saw a 54% jump, Karnataka 25% and Maharashtra 18%. The total new registrations nationally calculated by Anarock was 43,208 projects till July 2019 and 53, 364 till date.

Commenting on the fall in registration rate, Kumar said there have not been too many registrations of new cases in UP because primarily builders in the state haven’t managed their work properly, and have many undelivered projects. “Total number of registered projects is 2,827 till date, including 784 projects in progress that have come up in the past three years,” he said.
“UP has seen more disposal of cases than new registrations because the builders here have been tied up in incomplete projects leading to a slowdown, so with Rera pushing completion, their focus had to shift to completion. Unlike Maharashtra where builders more or less stick to timeline, UP has seen a lot of negligence in delivery,” Kumar added. Overall, as per the study, the states with maximum project registrations currently include Maharashtra, Gujarat, Karnataka, Madhya Pradesh, Uttar Pradesh, Telangana, and Tamil Nadu. Cumulatively, these seven states account for a significant 85% share with nearly 45,278 registered projects. Maharashtra tops the list with nearly 25,604 project registrations.
“The 24% growth in project registrations calculated under Rera nationally, pertains to around 43,208 projects by the end of July 2019 to nearly 53,364 projects till date,” Anuj Puri, chairman of Anarock Properties, said.
