Raigad Building Collapse HIGHLIGHTS:At least 16 people died after a building collapsed in a residential area of Mahad in Maharashtra’s Raigad district on Monday. So far, 78 people have been rescued from the debris in the 33-hour-long rescue operations which ended on Wednesday.

The building, named Tarique Garden, was not more than 10 years ago. It was a ground-plus-four structure. Around 40 families resided in the building. At 6.50 pm Monday, the top three floors collapsed. Some residents managed to escape before it came down.

Three teams of the National Disaster Response Force (NDRF) were deployed to the site of the accident late Monday, to join rescue operations conducted by the local police and fire brigade. A green corridor was created from Pune to Raigad to created a swift passage for the NDRF teams.

Meanwhile, the Raigad Police Tuesday registered a case under Sections 304, 304 A, 337, 338 and 34, against five persons.

Prime Minister Narendra Modi Tuesday said he was saddened by the incident, and prayed the injured recovered soon. “Saddened by the building collapse in Mahad, Raigad in Maharashtra. My thoughts are with the families of those who lost their dear ones. I pray the injured recover soon. Local authorities and NDRF teams are at the site of the tragedy, providing all possible assistance,” he said in a statement released by the Prime Minister’s Office. Mahad Building collapse: ‘Building started developing cracks three years after it was constructed’

Tarique Gardens, which collapsed like a pack of cards in Mahad on Monday evening, was constructed only seven years ago. The residents, however, said that structural problems in the building had cropped up soon after they started moving into their new houses.

“It was mere three years since the completion of construction that the building started developing cracks,” said Tauha Chichkar, who used to reside on the fifth floor for the last four years. Chichkar and his family of four managed to escape minutes before the building collapsed. He now blames the poor quality of construction material used by the builder for the loss of 13 lives.

Mahad Building collapse: Timely warning by two 5th floor residents helped save many lives

The number of fatalities in the Tarique Garden building collapse could have been a lot higher had it not been for the presence of mind shown by residents Irfan Joglikar and Aawez Chichkar, who sensed that something was amiss with the structure and warned others to evacuate the building in Mahad before it collapsed.

Irfan had rented a flat on the fifth floor of the building and moved in 45 days ago. He had just returned from work when he was told by his daughter that the building seemed to be shaking. “I did not believe her initially. However, I started feeling the vibrations too,” said Irfan, who asked his family to head into open grounds. He then went and knocked on as many apartments as he could, asking people to vacate the structure.

With the recovery of three more bodies, the death toll in the building collapse incident in Raigad district rose to 16 on Wednesday. A police official said there is no likelihood of any more people buried under the rubble.

Mahad Building collapse: Stacked tower of debris slowed rescue efforts

Disaster experts and rescuers have a description for the Tarique Gardens crash – a “pancake collapse”. And it is one of the main reasons why it took the well-equipped National Disaster Response Force (NDRF) well over 24 hours to rescue residents trapped under the debris. Until late evening, four people were still stuck under the slabs of concrete and mortar.

In a pancake collapse, floors crash on top of each other and the debris is stacked like a pancake tower. The debris has to be removed layer by layer to reach those trapped under it.

In multi-storey buildings, a pancake collapse is regarded as one of the worst types of building disasters. Rescue experts said that it leaves no cavities for undertaking rescue missions and operations have to be carried out manually. High-tech machinery is of little use in this situation. The lack of cavities means that spaces that can protect people from the impact of the falling debris are also absent.

Raigad building collapse: Toll 15, 4-year-old survives 19 hours in debris
Around 1 pm Tuesday, four-year-old Mohamed Bangi was pulled out of the rubble that was once Tarique Garden.

For almost 19 hours, he lay under the collapsed five-storey building, trapped in a pocket of air under a fallen pillar. Finally, around 1 pm Tuesday, four-year-old Mohamed Bangi was pulled outof the rubble that was once Tarique Garden — a face of hope for rescuers who had dug out 12 bodies since the building collapsed Monday evening.

But just 30 minutes after the boy, who suffered minor injuries, was carried out by NDRF personnel, the mood at the site in Maharashtra’s Mahad, about 170 km from Mumbai, turned dark. Rescuers had come across the lifeless body of Mohamed’s mother, 32-year-old Naushin. By 5 pm, the bodies of his two sisters — Aisha (6) and Rukaiya (2) — were also found.

According to Mohamed’s uncle Bashir Parkar, the family had moved to their village after the lockdown was imposed but returned “just a few days ago” so that Aisha could pursue her online classes with better Internet connectivity.

Who’s present at the site?

An official from NDRF said that visuals of the building denote that it was a “pancake collapse”, a term used for a fall that occurs from the top floors to the lower ones.

Death toll rises to 12, rescue operations underway

What led to the collapse?

Although the investigations are still on, Raigad Collector Nidhi Choudhari suspected structural damage behind the collapse. She also added that the building was not dilapidated. Local residents said that Mahad hardly received any rainfall on Monday for it to have played a role in the building giving way.READ MORE

How old is the building?

Tarique Garden is estimated to be not more than 10 years old and houses over 40 families. Eyewitnesses said the building, began shaking with some residents managing to rush out before it collapsed. The building had two wings A and B. Residents of the B wing came out in time and were unhurt, while some from the A wing also got out in time.

JUST IN | 78 people rescued from Raigad building collapse site

At least 78 people of 97 who lived in Tarique Garden in Raigad, the building that collapsed Monday, have been rescued, the Raigad district administration said. The rescue operations started around 18 hours ago; the building collapsed at around 7 pm Monday. One person is confirmed dead so far.

Maharashtra building collapse: 'Don't know the fate of my daughter, three grandchildren'

Muhammad Ali, 64, Tuesday said he was searching for his daughter and three grandchildren, who lived in Tarique Garden, the building which collapsed in Raigad. "My son, who lives in Mumbai, called me on Monday night and said the building had collapsed. I immediately set out from Mandangad... My daughter lives in the building along with her two daughters aged five and two years and a son who is three years old. I don't know their fate. Officials are not allowing me to search for them in the debris," he told news agency PTI. Search operations are underway by the NDRF and local authorities.

Rescue operations underway for over 6 hours

"The building had two wings A and B. Residents of the B wing came out in time and were unhurt, while some from the A wing also got out in time. The rescue operation has been underway for over six hours with NDRF and district authorities in coordination. The seven-eight people who have been rescued have been treated in hospital and some have also been discharged. Two, who needed further treatment have been moved to a hospital in Mumbai.

"I would request the Chief Minister and the Deputy Chief Minister to consider enhancing the compensation to be granted to the deceased and also urge them to extend financial assistance to those whose homes and families have been devastated in the incident. As guardian minister I will ensure that a civil engineer from Konkan region in the Public Works Department will lead the inquiry committee that will be set up to probe in incident. It will also have local PWD and municipal officials. An offence has already been registered against the builder and contractor and I would urge the administration to take the strictest action in this case," says Raigad guardian minister Aditi Tatkare.

Raigad building collapse: One person dies of cardiac arrest

At least one person died after a building collapsed in a residential area of Mahad in Maharashtra’s Raigad district on Monday. The victim was not a resident of the building, named Tarique Garden, but had suffered injuries in the accident, and died of a cardiac arrest while under treatment. Raigad guardian minister Aditi Tatkare said, "The person who unfortunately died was not a resident of Tarique Garden but had suffered injuries, was in shock and suffered a cardiac arrest while under treatment in hospital."

Builder, architect and contractor of the building booked

Tarique Garden, which collapsed on Monday, is estimated to be less than 10 years old, officials and local residents said. According to eyewitnesses, the building started shaking before it collapsed. An official from NDRF said visuals denote it was a “pancake collapse”, a term used for a fall that occurs from the top floors to the lower ones.

According to the district administration, the building painted in pink and blue was built by one Yunus Shaikh and a contractor known as 'Patel', who residents said was in Mumbai at the time of the incident.

Late Monday, Raigad Collector Nidhi Choudhari ordered the registration of an offence against the builder, the architect and the contactor.

25 labourers, two JCBs pressed into service for rescue ops

District officials said that 25 labourers, one gas cutter, one genset, two JCBs and two dumpers have been deployed at the site of the collapse. Hospitals in neighbouring talukas of Mangaon, Roha and Panvel had been put on alert. Three ambulances with doctors on board had also been dispatched from Mangaon. The district administration  appointed Shrivardhan sub-divisional officer Amit Shedge as the nodal officer for setting up a medical camp.

The district administration has sought rescue equipment, including gas cutters, gensets, ambulances, JCBs, water and biscuits from Mangaon, Pen, Tala, Poladpur, Panvel, Roha, Alibag, Khopoli, Murud and Sudhagad.

Home Minister Amit Shah on building collapse: 'Praying for everyone’s safety'

Union Home Minister Amit Shah tweeted about the building collapse in Mahad, saying he had spoken to the NDRF DG to "provide all possible assistance". "The collapse of a building in Raigad, Maharashtra is very tragic. Have spoken to DG NDRFHQ to provide all possible assistance, teams are on the way and will be assisting with the rescue operations as soon as possible. Praying for everyone’s safety," Shah said.

One person dead in the collapse, says Raigad district administration

By around 10 pm on Monday, the Raigad district administration said one person had died in the collapse. While eight people have been rescued, seven are injured. It is not clear how many people are trapped in the building, with the district collector and the Mahad MLA giving different figures. 

“Since Monday was a working day, we think fewer people were in the building. We estimate that 40-45 people were present inside the structure,” Raigad District Collector Nidhi Choudhary said.

However, the Mahad MLA, Shiv Sena’s Bharat Gogavale, said over a 100 people could be trapped

Green corridor for NDRF teams from Pune

Arrangments have been made for a green corridor for the three NDRF teams which are on their way to the Mahad collapse site from Pune. They are expected to reach the spot at 11pm. Officials said that the 2nd, 3rd and fourth floors of the building have collapsed.

Last Monday, one person had died in Bandra building collapse

One week before today's incident, another building collapse in Mumbai's Bandra had killed one person. Aother had sustained injuries after a vacant building collapsed on an adjacent residential property near Rizvi College at Bandra West.

The deceased, Bruce DePenha (41), was rescued from under the debris but died before he could be taken to a hospital.

According to eyewitnesses, DePenha had come to pick up his laptop that he had given for repair at a shop located on the ground floor of Hardik Villa, the residential building. Read more
