Boone County names new county administrator

BELVIDERE — The Boone County Board approved the appointment of and employment agreement for Kevin A. Catlin to become Boone County’s next county administrator.

Catlin currently has served as the city manager for the city of Springfield, Michigan, since 2018. Springfield, an enclave community of over 5,000 residents, is surrounded by Battle Creek. Prior employment includes serving as the assistant city manager/director of information technology for the city of Brookings, South Dakota and as a management analyst/ICMA local government management fellow for the city of Tulsa, Oklahoma.

Catlin has also worked for the Illinois Department of Transportation as a technical manager of the department’s sole financial program to provide financial assistance to Disadvantaged Business Enterprises with project financing costs through low-interest lines of credit and as a technology transfer technician with the Bureau of Local Roads and Streets’ Technology Transfer Program.

Catlin holds a Master of Public Administration, a Bachelor of Arts in criminal justice and a labor relations graduate certificate from the University of Illinois at Springfield. He is currently pursuing a Doctor of Public Administration which he expects to complete in 2023.

Catlin will start as the Boone County administrator Sept. 14 and will succeed Ken Terrinoni, who retired in April of this year after 32 years of service to the county.
