Monsoon Session of Parliament likely to conclude on Wednesday: Key points

Heated debate in Rajya Sabha, Opposition says 'revoke suspension of MPs'
NEW DELHI: The eight Members of Parliament (MPs), who were earlier suspended by Rajya Sabha chairman M Venkaiah Naidu for "unruly behaviour" with deputy chairman Harivansh Singh, stayed on the lawn next to Gandhi statue in the Parliament premises on Monday.
Here is a look at the top developments from the day —
  • The Monsoon Session of Parliament is likely to conclude on Wednesday, eight days before it is scheduled to end, amid concerns of spread of coronavirus among lawmakers, sources said.
  • Rajya Sabha is likely to adjourn sine die after taking up five bills on Wednesday, the sources said on Tuesday.
  • Lok Sabha, which will meet at 3 pm on Wednesday is likely to be adjourned sine die around 5 pm after taking up an extended Zero Hour.
  • The Congress on Tuesday said its boycott of Rajya Sabha will not end till the government brings another bill making it illegal for private players to buy food grains from farmers below the MSP, all state agencies comply by the MSP and the procurement price is fixed as per the Swaminathan panel's recommendations.
  • Lok Sabha passes the Occupational Safety, Health and Working Conditions Code, 2020, the Industrial Relations Code 2020 and the Code on Social Security Bill, 2020.

  • Opposition claims of MSP regime ending 'white lies', said Dushyant Chautala, deputy chief minister, Haryana.
  • 'My way or the highway' approach is unacceptable, said Rajya Sabha chairman M Venkaiah Naidu. Democracy means debate, discussion and decision, not disruption, said Naidu, adding that the Chair wants the House to run with the full participation of members.
  • Lok Sabha had to be adjourned for an hour on Tuesday after a protest by opposition members who claimed that the government has done "too little" for the welfare of farmers. When opposition members shouted slogans and came near the well, Speaker Om Birla adjourned the house for an hour, after about 15 minutes of business.
  • Various opposition parties, including the Congress and the TMC, on Tuesday boycotted Lok Sabha in solidarity with the eight Rajya Sabha members who were suspended for unruly behaviour.
  • The government will consider revoking the suspension of eight Rajya Sabha members only after they apologise for their behaviour in the Upper House, Union minister Ravi Shankar Prasad said. "We expected the Congress would oppose such unruly behaviour by Opposition members in the Rajya Sabha," he said.
  • NCP chief Sharad Pawar says he will take part in suspended MPs' protest. "I will also take part in their (eight suspended Rajya Sabha MPs) movement. I will fast for a day to show support," he said.
  • Within hours of the days proceedings, several opposition parties led by Congress staged a walkout in Rajya Sabha.
  • Senior Congress leader Ghulam Nabi Azad urged the Government to bring a bill to ensure private players don't procure foodgrains below minimum support price.
  • We'll boycott Parliament session until Government accepts our three demands — government to bring another bill under which no private player can purchase below MSP, MSP to be fixed under formula recommended by Swaminathan Commission and Government agencies like FCI shouldn't buy crops below MSP, added Congress leader Ghulam Nabi Azad.
  • In letter to RS chairman, deputy chairman Harivansh expresses deep anguish at "humiliating" conduct towards him in House and announced 24-hour fast. He said his fast begins from Tuesday morning, will end tomorrow on birthday of 'rashtra kavi' Ramdhari Singh Dinkar. "My fast may perhaps inspire 'self-purification' in those who behaved insultingly towards me. Members engaged in violent conduct in name of democracy, tried to frighten Chair, defied every norm and convention of House," he added.
  • Harivansh also wrote to President Ram Nath Kovind against the unruly behaviour with him in the House by Opposition MPs during the passing of agriculture Bills.
  • Rajya Sabha deputy chairman Harivansh met the suspended Rajya Sabha MPs who had spent the night on the lawns near the Gandhi statue in the Parliament premises. He was seen sitting on the ground with the MPs.
  • "Deputy chairman of Rajya Sabha wrote to me expressing his commitment to democracy and how he was treated. He wrote to me that in order to arouse the conscious of people he wanted to observe one-day fast," said Rajya Sabha chairman M Venkaiah Naidu.
  • However, the protesting MPs refused the "tea diplomacy" and alleged that Harivansh violated rules and norms of parliament proceedings.
  • Leaders across party lines came to meet them, as the protesting MPs sat on the lawn, calling for an indefinite dharna against farmers' bills and wrongful suspension. From Ghulam Nabi Azad, Adhir Ranjan Choudhury to Digvijay Singh, several Congress MPs also lined up to boost the morale of the protesting MPs.
