Make traffic plan for Kaushambi, file it in 3 weeks: SC
Ghaziabad: The Supreme Court has directed officials to submit a comprehensive traffic management plan for Kaushambi within three weeks. The apex court also formed a nine-member committee to ensure a unified approach between the agencies.
The move came after a petition was filed by Kaushambi Apartments Resident Welfare Association (KARWA) over several issues, including haphazard traffic management in the township.
The KARWA had invoked Article 32 of the constitution to highlight issues ranging from traffic management to environmental pollution and unrestricted dumping of municipal solid waste.
The three-judge bench comprising justices D.Y. Chandrachud, M R Shah and Sanjiv Khanna has decided to take up the issues one-by-one.
“In October 2020, we filed a writ petition in the SC over a plethora of issues plaguing the Kaushambi township and the apex court on Wednesday while taking up the issue of haphazard traffic in the township has directed officials to submit a comprehensive traffic management plan for the township within three weeks,” said Vinay Kumar Mittal, the petitioner.
The 9-member committee comprises the Meerut divisional commissioner, GDA chairperson, GMC commissioner, Ghaziabad district magistrate, chairperson of UPSRTC, SSP Ghaziabad, municipal commissioner of East Delhi Municipal Corporation, transport secretary of Delhi and a senior officer nominated by the commissioner of police.
“When the case was filed in SC, the counsel for various official departments had contended that KARWA has filed similar cases in NGT and since the matter is being heard in NGT, the SC should not admit the petition but the apex court said that since the NGT order was not completely complied with, the situation remains ‘grim’. In the public interest, the petition was admitted,” said Mittal.

The KARWA had in September 2015, 2016 and 2019 filed cases of environmental pollution, solid waste management, groundwater contamination and haphazard traffic management in Kaushambi township. The NGT during the hearing had issued multiple orders.
The case has now been listed for April 14 in the SC.
