    Maharashtra unlocks with a five level restriction plan

    Synopsis

    The fresh, ‘five-level lockdown plan’ will come into effect from Monday and will be based on the positivity rate and occupancy of beds in each district and cities, the order states.

    Easing lockdown-like-curbs currently enforced in the state, the Maharashtra government late Friday night issued a detailed notification to unlock the state. The fresh, ‘five-level lockdown plan’ will come into effect from Monday and will be based on the positivity rate and occupancy of beds in each district and cities, the order states.

    According to the notifications the Disaster Management Authority shall enforce these levels of restrictions over administrative units falling under its jurisdiction. The order states that districts and cities falling under ‘Level 1’ will have the least restrictions and those under ‘lLevel 5’ will have maximum curbs.

    Level 1 are districts and cities with less than 5 percent positivity rate and less than 25 percent oxygen bed occupancy. Level 2 are those with less than 5 percent positivity rate and oxygen bed occupancy is between 25 to 40 percent. Districts and cities with more than 20 percent positivity rate and oxygen bed occupancy of more than 75 percent will fall under level-5.

    According to the guidelines, “...local administration of districts and cities falling under Level 1 will have to ensure control over super spreaders like travel by local trains, marriages etc, while those under Level 2 will have to minimise attendance in closed and public spaces and group movements”. Whereas no movement unless owing to medical emergencies will be allowed in districts falling in Level 5 of the fresh restriction plan

    Mumbai falls under Level 2 of the restriction plans.

    Level 1 districts include Nagpur, Thane , Nanded, Nashik, Aurangabad, Bhandara, Buldhana, Parbhani and Yavatmal. Level 2 includes Ahmednagar, Amravati, Hingoli and Dhule.

    In districts and cities falling under Level 1 and Level 2 of the unlock plan, shops and establishments dealing with essentials and non-essential items can now operate according to their regular timings. While shops under essential services will operate under certain restrictions in districts/cities falling under Level 3 to level 5, those dealing with non-essential items will be allowed to operate till 4 pm on weekdays in Level 3 districts/cities and will be shut in Level 4 and Level 5, the notification states.

    Malls and theatres can resume normal operations in Level 1 districts/cities whereas the same can operate with 50 percent capacity in Level 2 districts/cities. They will remain closed in Level 3 to Level 5 districts/ cities.

    Similarly local trains, restaurants, private offices, recreational activities, shooting and 100 percent attendance at government offices will be allowed in Level 1 districts/cities. In Level 2 dining at restaurants will be allowed only with 50 percent capacity, local trains will be allowed only in cases of medical emergency and essential activities and exemptions put in place by local authorities. Offices both private and government will be open in Level 2 districts/cities, sport activities are restricted between 5 am and 9 am and 5 pm and 9 pm indoors, outdoor games are allowed. While shootings are allowed in Level 2 districts/cities social gatherings and marriages will be restricted to 50 percent capacity. Meetings. Elections to GB of local/ cooperative bodies are allowed in Level 1 districts/cities, the same can be carried out with 50 percent capacities in Level 2 to Level 4 districts/cities and have to be held online in Level 5 districts/cities.

    Manufacturing and other industries can also resume in Level 1 and Level 2 districts/cities and will operate under certain restrictions in other areas. E-commerce-items are allowed in Level 1 to Level 3 areas and only essential items can be delivered through e-commerce in Level 4 and Level 5.
