They have agreed a £12million fee for the 20-year old who has courted attention from Manchester United in recent seasons.
Tarkowski, who is also attracting interest from Leicester, is entering the final year of his Burnley contract this summer.
That is prompting interest from clubs who hope they can get him for a modest fee this summer with Burnley unlikely to risk losing him for nothing in 12 months' time.
Tarkowski has been crucial to Sean Dyche's side preserving their top-flight status in recent seasons, forming an impressive partnership with Ben Mee.

However, Tarkowski revealed in November 2020 that the contract offered to him by Burnley was 'nowhere near good enough'.
'Burnley offered me a contract near the start of last season, which, for me personally, it was nowhere near what I was going to sign and I think the club understood,' he said at the time.
'They've come back again this year, and still, for me, it's just not right.
'Finances do matter, but, at this particular stage, whatever path I take I will get financially rewarded so the financial side is not even in my thinking at the moment. It's more about my football.'
