Who is going to pay for decommissioning the plant and for storing the nuclear waste for centuries to come?

If you want something to "pass" you can make it pass. When you have an outside entity come in and decide that is when the REAL decision to pass is made

Reminds me if the Simpsons when Mr Burns was hiding barrels of spend radioactive waste in hollowed out tree trunks. Does anyone trust the safety procedures being as fukushima is and will continue to be a danger for decades to come.

As the plant already exists, those costs will have to be met whether it is restarted or not. Is it not better to use it while it's there?
