HSVP restores plot to Haryana IG’s mother, court seeks papers
Gurgaon: A city court has directed the HSVP to submit documents on the basis of which it recently cancelled the re-allotment of a 500 sq yard plot in Sector 52 at lightning speed and restored the same to its original owner — the 86-year-old mother of an inspector general of Haryana Police.
A retired chief engineer of the Delhi Jal Board (DJB) who had constructed a house on the plot, challenged the HSVP action in court, claiming that he had followed due process.
In fact, the plot in question was first allotted to a person named Vijay Kumar Chaurasia by HSVP (then Huda) in 2003. A year later, the plot was transferred in the name of Sushila Devi, the mother of the IPS officer. In 2008, the plot was transferred in the names of Kamal Singh and Pankaj Kumar.
According to Sushila, Kamal and Pankaj had forged her signature to transfer the plot in their names. In 2009, the duo sold the plot to a woman named Bimla Bhargava.
In 2018, Bimla gifted the plot to her son Praveen Bhargav (the former DJB chief engineer), who subsequently constructed the house and moved to Gurgaon.
In her recent complaint to police, Sushila alleged that she had visited the plot (number 552-P) in Gurgaon two-three months ago and found a building constructed upon it.
Subsequently, an FIR was filed against five people at the Sadar police station. On September 7, Sushila filed a complaint with HSVP for the restoration of the plot’s ownership in her name. Within 24 hours of receiving the complaint, HSVP restored the ownership of the plot to the IG’s mother.

Left with no option, the former DJB chief engineer approached the Gurgaon court.
On Tuesday, it directed the authority to submit documents on the basis of which the re-allotment of the plot was cancelled and granted a stay on eviction.
“The plot was purchased in accordance with law, the house was constructed on it after getting necessary approval from HSVP. What is my fault,” asked Bhargav.
When contacted, estate officer-2 of HSVP (Gurgaon) Jitender Kumar said that “the matter is sub-judice”.
