Chief minister Basavaraj Bommai on Thursday informed the legislative council that the government will soon call for a special meeting of Bengaluru-based legislators to resolve issues regarding formation of K Shivaram Karanth Layout.

BENGALURU: Chief minister Basavaraj Bommai on Thursday informed the legislative council that the government will soon call for a special meeting of Bengaluru-based legislators to resolve issues regarding formation of K Shivaram Karanth Layout.
Responding to an issue raised by Congress MLC C Narayanswamy, under section 330 of the legislative council rules, CM Bommai admitted that there has been serious confusion with regard to formation of the layout under Bangalore Development Authority (BDA).

Though the layout was initially planned to be formed on 3,546 acres of land on the outskirts of Bengaluru, it ran into legal troubles after BDA notified the land for acquisition. The result: Several people, including farmers, have built their homes there and the government has even given them no-objection certificate, which has caused the layout to lose its shape and size.
While the high court favoured the dissolution of the layout and asked the state government to return the land to landowners, the Supreme Court in 2018 struck down the HC order and asked the government to take over the land and form the layout.
It also barred registration of land and set up a three-member committee under Justice AV Chandrashekar to identify parcels which can be acquired and which need to returned to the landowners.
“Amid these court orders, formation of committees and serious concerns over what to do with the people who have built their homes legally, as they cannot be evicted, we are finding it hard to provide a solution. As a result, we need advice and assistance from legislators to arrive at a decision,” said Bommai.
