    When the Motor Vehicle Act was drafted, the fine levied for riding a two-wheeler without a helmet was Rs. 100. With this amount in mind, offenders didn't mind being caught and frequently paid the fine and continued breaking the law. This fine was raised to Rs 1000 when the Motor Vehicles Act was amended in September 2019. 

    Apart from the fine, various states even seize or suspend the driver's license; the penalty could include a punishment of up to three months in prison. According to the most recent amendment to the rules of Section 129, a legal helmet must also be 20-25 mm thick and fitted with high-quality foam on the inside. According to the Bureau of Standards, the helmet should also be ISI certified.
