Caindec to sue woman who accused him of corruption

LAND Transportation Office-Central Visayas (LTO) 7 Director Victor Emmanuel Caindec is contemplating whether he will file a case against the woman who accused him on social media for allegedly pocketing P500 for every release of motorcycle or motor vehicle registration.

In a press conference on Saturday, May 21, 2022, Caindec said they may file a cyberlibel case against the woman in Bohol who took to social media her disappointments against him after her newly acquired motorcycle was apprehended for failure to show a vehicle registration.

Caindec said they already asked for an affidavit from the dealer as to where the woman bought the motorcycle to confirm if anyone of their representatives did tell that person that such arrangement was being made.

Caindec said that since the woman does not know him personally, it is assumed that someone who has a grudge against him asked the woman to make accusations on social media.

Caindec also found out that it was the dealer who reportedly submitted the application for registration to LTO on May 16.

Caindec explained that as far as the LTO is concerned, the official receipt for vehicle registration is issued on the day that the applying person will pay for it, the time of which it would be considered to have completed the process.

In a video posted on social media a few days ago, the woman alleged that Caindec had a lot of cases, particularly filed by motorcycle dealers for allegedly pocketing P500 per motorcycle and motor vehicle every release, which may have caused the delay.

The woman questioned the agency as to why they could not issue right away the registration as well as the plate number to the new motorcycles and motor vehicles yet they are quick to apprehend vehicles during checkpoints and impound these for failure to show the said documents.

The woman said her motorcycle was bought less than a month ago, adding that they were informed by the seller that it should not be apprehended in checkpoints pending the issuance of registration.

She further said they are the ones who suffer the most, saying that dealers will no longer give in and that they had to pay the penalty when apprehended.

Should there be about 100 motorcycles or motor vehicles released per day, she said Caindec could get a share of P50,000 to as much as P1.5 million per month.

She also alleged that the agency has conducted the checkpoints in Bohol considering that her daughter-in-law lost in the recently concluded general elections.

Caindec, however, denied this, adding that his office received a letter from the Presidential Complaint Center (PCC) on May 4, which was also endorsed to them by the Land Transportation Franchising and Regulatory Board, complaining why LTO is not apprehending colorum vehicles in Bohol and other areas in the region.

The PCC also called Caindec’s attention over allegations that he was protecting the candidacy of his daughter-in-law, Amira Alia Montero-Caindec, who was running for mayor of Panglao town but lost during the May 9 elections.

Caindec said the complaint was the reason they had to take action and created a task force since most of their operations happened in Cebu and Negros and only once in a while in Bohol.

Caindec said it is unfair to those who went through the process of securing the license, registration and follow the laws on the roads if they do not enforce the law.

Caindec further said the lack of money to apply for motorcycle registration is not an excuse not to include them in the apprehension.
