Manipur Cabinet resolves to adopt 1961 as base year for ILP

Imphal, June 23 (EMN): Manipur Cabinet on Wednesday resolved to adopt 1961 as base year to determine the “native” status for implementation of Inner Line Permit (ILP) system in the North-eastern border state.

According to a press release issued by the Chief Minister’s Secretariat in Imphal, Chief Minister N Biren Singh chaired the cabinet meeting wherein the Manipur State Vision Document 2047, which aims to make the state a vibrant, carbon-neutral and economically, socially and ecologically sustainable state in the next 25 years, was presented.

It may be mentioned that Manipur started to implement the ILP system from January 1, 2020 after the government notified the extension of the ILP regime in December 2019. The ILP is an official travel document issued by the concerned state government to allow travel of an Indian citizen into a protected area for a limited period.

Manipur became the fourth state after Arunachal Pradesh, Nagaland and Mizoram where the ILP regime is applicable. The objective of the ILP system is to prevent settlement of other Indian nationals in the states that come under it so as to protect the indigenous population.

Meanwhile, the Joint Committee on Inner Line Permit System (JCILPS) and Federation of Haomee, a Manipur-based civil body expressed serious concern over the decision by the state cabinet. JCIPLS has on Thursday announced to convene a public meeting soon to take a decision on the base year of the ILP.

The cabinet also approved the publication of the draft GIS-based master plan for Greater Imphal for the horizon year 2041. The Greater Imphal plan aims to make Imphal a sustainable regional growth centre and gateway to Asia through appropriate land use and environment management.

“It was approved in the cabinet meeting to schedule the election to 27 urban local bodies (ULB) including Imphal Municipal Corporation around the last week of September this year”, the release added.

To expedite the operationalisation of Churachandpur Medical College, the cabinet approved to create various non-teaching posts and to fill up the same.
