Lingard scored nine goals in 16 matches under David Moyes while on loan at West Ham in 2021 and a career revival could see him stake a claim for an England World Cup squad place.
Moyes, who brought in former QPR boss Mark Warburton to his backroom staff this week, is hoping to bring in around five players this summer.
Goalkeeper Alphonse Areola is poised to sign his permanent deal after a £10.5m fee was agreed with Paris St Germain and talks have taken place with Chelsea over striker Armando Broja.
Moyes also wants Southampton midfielder James Ward-Prowse but that deal may be beyond West Ham financially.
