San Fernando 2nd top local revenue generating city in Central Luzon

THE City of San Fernando was once again recognized by the finance department for its efficient local revenue generation for the past three years.

The Bureau of Local Government Finance (BLGF) of the Department of Finance ranked San Fernando second among all cities in Central Luzon, surpassing the billion-peso mark in nominal locally-sourced revenues (LSR) for 2019, 2020, and 2021.

City Treasurer Mary Ann Bautista personally received the plaques presented by BLGF regional director Divina Corpuz on June 22, 2022 in Subic, Zambales.

BLGF’s data showed that in 2019, the City had collected a total of P1,234,797,974.61. Despite the COVID-19 pandemic, the amount jumped to P1,297,173,843.97–equating to a seven percent increase—in 2020.

A year later, even with the pandemic lingering on, the City was still able to rake in over P1.2-B in collection, keeping its stand as the region’s second top contributor.

Bautista explained that LSRs come from an LGU’s collection of taxes on businesses, real properties, property transfers, franchise, professional tax, community tax, regulatory and service fees, and, economic enterprise.

“Tayo ay nagpapasalamat sa tiwala ng taong bayan sa ating pamahalaan dahil ang mga pondo ay nagagamit natin sa pagtustos sa mga gastusin para sa basic services, social, health, education, at general services ng Siyudad,” she said.

Bautista also shared that financial and medical assistance, scholarship grants, operations of economic enterprise, construction of school buildings and other infrastructure facilities are also bankrolled by the said revenues.

For his part, Mayor Edwin “EdSa” Santiago sent his message across the BLGF for recognizing the City’s efforts in maintaining a high collection rate.

“Ang buwis ay ang dugo ng pamahalaan. Dito nagmumula ang pondong ginagamit natin sa mga serbisyo, gaya ng nabanggit ng ating City Treasurer. Malaki ang pasasalamat natin dahil nakikita ng ahensya [BLGF] ang kapaguran natin upang maka-kolekta at makagawa ng mga programa,” Santiago said.

He also commended the works of the City Treasurer’s Office and City Assessor's Office led by Dr. Luz Bautista, for keeping up with its mandate of collecting and securing revenues.

The BLGF-DOF, through this award-giving body, regularly recognizes local government units for their “invaluable efforts in revenue generation towards fiscal sustainability, economic growth, and better public service delivery.”
