UP Police achieve more than 100 pc target set by govt on law, order front

The Uttar Pradesh Police claimed to have achieved more than 100 per cent success in the target set for it on the law and order front.

Making this claim here on Monday evening, Additional Chief Secretary (Home) Awanish Kumar Awasthi, said that a thorough review of the action plan set by the government on the instructions of Chief Minister Yogi Adityanath for 100 days to further improve the law and order in the state and to effectively crack down on criminals, showed that excellent results had been achieved.

Awasthi claimed that against the target of 25, 50 different types of mafia, like mining, liquor, cattle, forest, land mafia, were identified and action taken against them was reviewed every week. He said against the set target of confiscation of Rs 500 crore under Section 14(1) of the Gangsters Act, Rs.844 crore had been recovered from the mafias ahead of time.

Similarly, he said, a target was set for identification of top 10 criminals at each police station level and effective action against 15,000 criminals. Under this, a total of 16,158 top 10 criminals were identified at each police station against whom 83,721 cases had been registered so far and their property worth Rs 648 crore had also been confiscated. He said criminal activities of mafia gangs had been effectively curbed.

According to Awasthi, manpower has been identified for five new BDDS teams and 10 new anti-sabotage check teams and effective action has also been taken against anti-national activities like illegal conversion, terrorism, Naxalism, arms smuggling, terror funding, ISI Pak agents, sleeper cells, online radicalisation, illegal immigrants, Rohingiyas/Bangladeshis and international human trafficking syndicate.

The process of identification of land for formation and training of a new commando team of SWAT has been completed. A Special Task Force unit has also been formed in Ayodhya. Apart from this, the process of appointment of 135 commands on various posts and arrangement of equipment/resources has also been completed. Effective efforts have also been made for prevention of human trafficking in coordination with SSB in seven districts located on the Indo-Nepal border.

To make the State Crime Records Bureau more efficient and effective, it has been merged with the crime branch of the director general of police headquarters. Against the target of increasing 12,39,216 members in Digital Volunteer C-Plan App to 15 lakh, 15,30,454 members have been made so far, achieving 100 per cent achievement.

To make the prosecution system more efficient and effective, e-Prosecution Mobile App has been developed. In order to provide effective punishment to 1,000 booked under Protection of Children from Sexual Offences Act for offences against minor girls, action has been taken beyond the target by punishing 1,546 accused.

Toilets and washroom facilities have been made available for the visiting women and women police personnel in the police stations. The prevailing women's beat system has been made more effective and a special team has been formed for women's safety and a massive campaign has been launched in crowded places. Besides, 100 per cent complaints received on Women Power Line 1090 have also been redressed.

In every police station of the state, arrangements have been made for cleanliness to ensure a clean environment for the general public and arrangements for the common people to sit and clean drinking water have been made. Under the tree plantation campaign in all the police stations, 100 per cent target has been achieved by planting 2,23,379 saplings against the order to plant a minimum of 7,500 saplings in each district.

Under the 100-day campaign to provide employment to the youth in the police department, the target of 10,000 police recruitment has been achieved 100 per cent ahead of time. With this 1,805 women are being recruited on sub-inspectors and equivalent posts, which will be a historic achievement in terms of women's empowerment as well as women's safety and women's interests. The youths have the highest representation in this recruitment and about 60 per cent of the selected candidates are below 25 years of age and the recruitment has been done in a fair and transparent manner and representation has been received from every district of the state.

Awasthi said instructions had been issued to change the name of the Police Training School in Meerut to Kotwal Dhansingh Gurjar Police Training School which would be a state-of-the-art police training centre. He said three companies of Uttar Pradesh Special Security Force had been trained for the security of Kanpur Metro and one battalion of this force had been equipped with new uniforms.

Fire tenders and staff have been provided to all tehsil headquarters, fulfilling the 100 per cent target of temporary operation of fire service at tehsil headquarters.

The Fire Service has simplified the process for issuing no objection certificate issue for the convenience of the applicants. Good success has also been achieved in the target of reducing the response time taken by 112 UP to 10 minutes for providing quick police assistance to common citizens in emergency situations. In 2017 this response time was 38.32 minutes.

Cyber help desks have been set up at 1,531 police stations in each district of the state. Cyber awareness programmes are being conducted continuously by zonal cyber stations in their respective police station areas in colleges, schools, coaching and other public places like railway stations, bus stations, hospitals etc. In order to get at least 25 per cent legal settlement of pending cases in cyber police stations, 108 cases have been disposed of in regional cyber police stations. Taking complaints coming on cyber helpline number 1930 on priority, legal action has been taken on 25,123 complaints and more than Rs 4.13 crore has been realised from the accused.

Arrangements are being made to realise fines on the spot through e-challan through credit/debit cards for violation of traffic rules. Integration of Antigrated Road Accident Database with CCTNS has also been completed. Instructions have been given to a responsible organisation to prepare a detailed project report for 675 construction works of residential and non-residential buildings. The process of repairing all PAC barracks has been started in a planned manner.
