The Metropolitan Airports Commission announced it has named Tim Simon as chief financial officer. Simon previously served as CFO at the city of St. Louis Park. The MAC operates the Minneapolis-St. Paul International Airport and several suburban airports in the Twin Cities metro.

Techstars, a Colorado-based provider of startup investment funds and business mentorship, has named Sarah Bain as managing director for Techstars Minnesota, succeeding Brett Brohl, who steps into the new role of Entrepreneur in Residence.

St. Paul-based University of St. Thomas announced the promotion of Karen Julian to chief information officer from the interim CIO role she assumed six months prior. Julian is a ’94 St. Thomas grad with a ’98 MBA from the school.

Johnson earlier worked as director of nursing in Regions birth center. … Maxwell Healthcare Associates, a Shoreview-based consultant for providers of home health and hospice care, announced that Scott Beard has been appointed chief strategy officer. Beard previously was vice president of information technology with Enhabit Home Health and Hospice.

Medtronic announced it has promoted chief communications officer Torod Neptune to oversee its Foundation and Labs functions, effective on March 3. Medtronic Foundation is the company’s civic engagement and philanthropic arm; Medtronic Labs is a health systems platform that develops community-based, tech-focused services for underserved patients and families. Medtronic is based in Ireland with executive offices in Fridley.

Agile Frameworks, a Bloomington-based provider of software for engineering and construction materials testing, announced the appointment of David A.
