June 3, 2023 - Ventura County Sheriff's Office officials report that investigators with the Ventura County Fentanyl and Overdose Crimes Units (VCFOCUS) conducted an investigation of a Ventura County Sheriff logonon-fatal overdose, which led to the arrest of David Velasquez and Jeremy Navarro for drug and theft related charges.

On May 21, 2023, at approximately (1921 hours) 7:21 P.M., Deputies assigned to the Camarillo Police Department were dispatched to the 2400 block of Barry Street in the city of Camarillo for a person not breathing call. Upon their arrival, deputies located an unconscious adult female that was not breathing inside the residence. Deputies quickly evaluated the subject and determined she was experiencing an opiate drug overdose. Deputies administered department issued Narcan to the subject and began life saving measures. The female subject regained consciousness. She was treated by medical personnel and later released. The responding deputies conducted a thorough initial investigation and seized evidence related to the female subject's overdose.

Investigators assigned to the Ventura County Fentanyl and Overdose Crimes Units conducted a follow up investigation and uncovered evidence that David Velasquez furnished the female overdose subject a controlled substance. Investigators obtained a search warrant for Velasquez's residence located in the 2400 block of Barry Street, Camarillo. This is the same residence in which the female subject overdosed.

On June 1, 2023, at approximately (1440 hours) 2:40 P.M., Investigators assigned to VCFOCUS and the Camarillo Police Department Special Enforcement Unit served the search warrant. As a result of the search warrant, controlled substances were located and seized. In addition, a stolen motorcycle, and other stolen property was seized. David Velasquez and Jeremy Navarro were both detained and ultimately arrested. David Velasquez was arrested and booked into Ventura County Jail for violating California Health and Safety Code section 11377(a) / possession of a controlled substance and 11379(a) / Sales of a controlled substance. Jeremy Navarro was arrested and booked into Ventura County Jail for violating California Health and Safety Code section 11550(a) / Under the influence of a controlled substance, 11350(a) / possession of a controlled substance, 11364(a) / possession of drug paraphernalia. California Penal Code section 496(a) / possession of stolen property, and California Vehicle Code section 10851(a) / Unlawful driving or taking of a motor vehicle.

The Ventura County Fentanyl and Overdose Crimes Units is a task force made up of Ventura County regional law enforcement agencies. The primary mission of this partnership is to combat fentanyl related crimes and opioid overdoses by targeting the supply chain of individuals and criminal organizations responsible for the sales of these drugs into Ventura County. In addition, the task force works to identify new trends of abuse among the younger population and educate the community at large on the lethal danger of this epidemic.

VCFOCUS has partnered with Ventura County Behavioral Health as an active member of the County Opioid Abuse Suppression Taskforce (COAST) in a campaign to reduce overdoses and educate the public about the dangers of opioids and other drugs.
