LEAD — An exciting trip to the water park turned into a nightmare for the Ballert family, when Taylor Ballert took his eyes off his daughter for 10 seconds — she disappeared.

He immediately executed a search party amongst his family and friends, and when he finally found his toddler, she was face-up, unconscious, and six inches underwater in one of the nearby pools.
