New CEOs join nonprofit R&D outfit, defense tech maker and more

Advanced Technology International

John Jansen will join the nonprofit research-and-development firm as chief executive in July and will also become a member of the board of directors.

He succeed Chris Van Metre, who is stepping down after 12 years in the CEO position.

ATI specializes in managing consortium portfolios that support R&D programs across the U.S. government and in particular the Defense Department, predominantly via Other Transaction agreements.

Jansen is a three-decade Marine Corps veteran who retired as a lieutenant general in 2021 and deputy commandant for programs and resources. He then entered the private sector and most recently worked as director of the Europe, Middle East and Africa business unit at Luminator Technology Group.

EOS Defense Systems USA

Shawn Baerlocher has joined the maker of remotely-operated weapon stations as chief executive and brings three decades of defense industry experience to the role.

Baerlocher will lead the U.S.-based subsidiary of Electro Optic Systems, which is headquartered in Australia. EOS has tasked him with expanding EOS’ presence and production capabilities in North America.

His career includes program leadership and executive roles at companies such as L3Harris Technologies and Northrop Grumman. He also served as a program manager in the Air Force during his civilian service.

ASRC Federal

John Pisano has joined as chief information officer to oversee the government services company's strategy for implementing and using IT across the organization.

ASRC Federal has tasked Pisano to advance IT systems and processes, along with partnerships with customers.

The 25-year technology veteran most recently worked at Booz Allen Hamilton as vice president for IT infrastructure engineering and operations. He is also a brigade command sergeant major in the Army Reserve, which he has served in for three decades.

BMNT

Co-founder William Treseder has been appointed chief operating officer and Mark Peterson named chief financial officer at the Silicon Valley-headquartered business and technology consultancy.

Treseder, CEO Peter Newell and their fellow co-founder Jackie Space stood up BMNT in 2015 to act as a bridge for commercial technology to enter the national security arena. BMNT's federal client base today includes the Navy, National Institutes of Health, Air Force, State Department and Defense Logistics Agency.

Peterson joined BMNT in 2017 after 13 years at General Dynamics.

Cisco

Gary DePreta has moved up to senior vice president of U.S. public sector sales after having returned to the digital communications technology conglomerate in 2019.

DePreta first joined Cisco in 2005 and subsequently worked there as a business line director until 2016, when he moved to SimpliVity and then Splunk two years later.

In a blog post published May 3, Cisco's chief customer and partner officer Jeff Sharritts announced DePreta's promotion and that of 23-year company veteran Mike Witzman to senior director of U.S. public sector solutions engineering.

"Gary and Mike will head a team of over 900 leaders, sales people, and solutions engineers focused on the discovery of business and mission requirements, and the design of secure, intelligent platforms," Sharritts wrote.

ManTech

Dr. Kristen Summers has joined the federal technology integrator as a vice president and will also work as an artificial intelligence fellow.

She will be a member of ManTech's global data analytics and AI solutions practice led by Vice President Brandy Durham, while also being responsible for the development of a technical practitioner team amid the company's pivot to more of an applied research and engineering posture.

Summers most recently worked as an operating unit chief operating officer at Microsoft's federal arm and before that was an AI-focused CTO for IBM's network of Expert Labs.

Navarro Research & Engineering

Connie Flohr has joined the environmental remediation-focused company as a senior vice president focused on partnerships and growth.

Flohr will focus on Navarro's portfolio across NASA and the departments of Defense and Energy.

She brings to Navarro approximately 25 years of experience in budget formulation and execution, strategic planning, and field office management. Her career includes service as director of the budget office within Energy's Office of Environmental Management and as EM's deputy assistant secretary for resource management.

Parry Labs

Amber Walker has joined the defense technology integrator as a senior vice president to oversee its lineup of offerings for ground and maritime systems, plus command-and-control.

Walker most recently worked as a senior technical director at Anduril Industries and before that led business units at Raytheon. Prior to industry, her career in government includes service as a program manager at the Defense Advanced Research Projects Agency.

One of Parry Labs' flagship offerings is a proprietary cloud computing architecture for military platforms deployed in the field.

Xcelerate Solutions

Vivek Malhotra has been appointed president in the wake of the McNally Capital-owned Xcelerate's merger with VMD Corp., the latter of which he cofounded and led as president.

Malhotra and his partners started VMD in 2002 as a specialist in agile engineering, cybersecurity and critical infrastructure protection. VMD announced their combination with Xcelerate in February and touted the larger entity as a 1,000-employee team.

Malhotra will report to Mark Drever, CEO and founding partner of Xcelerate. Prior to VMD, Malhotra worked in technical leadership roles at companies such as ECS Federal and Oracle.

QinetiQ US

The board of directors that oversees QinetiQ's subsidiary in the U.S. has added a new member in Tom Vecchiolla, a four-decade defense industry veteran.

He spent 15 years at Raytheon and later led its international business development arm before taking up the CEO role at ST Engineering North America in 2018.

Most recently, Vecchiolla led the special purpose acquisition company First Light Acquisition Group as CEO and oversaw its merger with Calidi Biotherapeutics to take the latter public.
